SB 12 — Open Records: Designating that Requests Should be sent to City or other Public Agency

This bill  adds a definition of a "custodian" or "lawful custodian" for purposes of open records requests. This definition would meanm an agency which has charge, custody, care, and control over a public record or an employee of such agency, thereby limiting it to governments and government employees. This bill limits open records requests to only be sent to custodians and not private persons or entities.
