This bill fixes a drafting issue that occurred in the drafting of House Bill 1407 which passed in 2024.  The new language in this bill clarifies the sources of revenue that counties may use to fund unincorporated services and provides an accounting mechanism to avoid conflicts over the source of revenue and the connection to the provided services.  The bill also clarifies that legislative changes to certain provisions of the Act do not constitute a necessitating event requiring renegotiation and filing of SDS. This bill is supported by GMA and ACCG as a "clean-up" bill.

Additionally, this bill amends the preemption on local governments requiring video surveillance at gas stations to grandfather in ordinances which require such equipment that were in effect prior to May 6, 2024.
