GMA Summary

House Bill 1059, titled the Data Center Impact Assessment and Development Moratorium Act of 2026, seeks to regulate the development of data centers across the state of Georgia. The primary purpose of the bill is to establish a framework for assessing the impacts of new data center developments on local communities, infrastructure, and environmental resources. 

Under this bill no county or municipal corporation would be allowed to issue any permits, licenses, or certificates relevant to the construction or development of a data center. 

The legislation further identifies the need for the state to evaluate the issue, and creates and legislative body for stated sole purpose.
